Joe Biden’s presidency and agenda are struggling. With Sen. Joe Manchin of West Virginia’s announcement that he will not support the climate and tax provisions in what was left of Biden’s revived Build Back Better bill, it’s clear the President’s signature policy initiative — with the possible exception of some drug pricing reforms and extension of Obamacare subsidies — will not be enacted before the midterm election.
